With all those problems I would WANT to move my horse to a better facility. 
Is he not charging enough to make it worth his time and effort to keep the 
place up?  Maybe if he ups the board $100. per horse he could operate the 
facility in a reasonable manner.  The average board in my area of Riverside 
County Calif. is $275-$375 per mo.
