There was certainly nothing "nuclear" about cutting off debate--we were going over the same ground, over and over again, one director got tired of that and called the question (which is a perfectly legitimate thing to do), and all but one of us (yourself) agreed with him by supporting the call of the question. It was done very calmly, professionally, and congenially, from what I could see.

For the record, I was not the only vote against cutting off debate.


A motion to cut off debate is not a congenial motion. That option is in Robert's Rules to allow stopping a filibuster, and to end debate if a few people are just repeating themselves saying the same things over and over (I disagree that we had reached that point). As it says to those waiting their turn to speak "we're not going to let you," it should be used only when necessary, which is why it is not debatable and requires a two-thirds vote to approve.

Let's take any further discussion of this off-line, please.
