I don't think AERC has any business on how an
individual ride manager offers or handles refunds. If
the ride manager jerks people around the word will get
out very quickly and riders won't go to his rides.
It seems every time a new rule is adopted, someone
finds a way around it anyway.
(I am not in favor of voluminous rule books- look at
how well received the XP rides are and there very
simple page of rules.)
