Nah, you can do it on the go, assuming your horse is trustworthy to go on a loose/no rein.

So, how do you do this going down the trail and throwing your sponge in a water source?  Seems like you need to stop in order to scrape off the water.

Even though the water may be warm, it's still cooler than the hot horse.  The key is to sponge it on, then immediately wipe it off with your hand.  Once it absorbs heat from the horse, it then becomes an insulating layer that holds heat *in*.  You can use a scraper, but I find it easier to just use the side of my hand...simpler than having a scraper to deal with.  Just keep applying water, wiping it off, applying more, wiping it off...etc.  Naturally, the greater the difference in water temp and horse temp, the more heat each application of water will remove.  But the tepid water *will* help cool your horse...just not as fast as cooler water would.
