My experience is that when the gaiters are new they are tight. When I first put Dino's 00 Bares on, I could barely get the gaiter around his pastern. Well, it turned out I didn't really have the boot all the way on. Once I got that figured out, there was enough gaiter. I've now used those boots quite a bit and can now overlap the velcro on the gaitor so much that I can't quite get it fastened as tight as I'd like. And Dino has big bones and a hefty pastern.
If you've got an 0 gaiter, try putting it on the 00. If the holes line up it might work. I'm guessing that the gaiter won't fit snugly behind the heel of the boot which might let junk get in there.

I can't wrap his foot, since that would be the equivalent
of putting thick socks on to make an already-tight shoe
fit, but wondered if I could retrofit the "00" boot with
a larger "0" gaiter? Is this possible, or would I just end
up with a big gap around the bottom at the back?

...Just pondering on potential spare tyres for the future.
