When I lived in northern California 20 years ago, oat hay was the staple for horses. Alfalfa was considered too rich, and only for special purposes.  The horses where I boarded were all fed oat hay, did fine on it.  The biggest problem was stem left over, a mess.
 
Later, here in AZ I fed oat hay when several different people I knew grew it.  It seems if it is cut as a grass hay, the horses eat more of it, and leave less stem, probably because it is not as coarse.  If it is cut as a grain hay, the oats are better, but the stem is coarser, so more is left behind.
