Is the situation really as bad as all these posts suggest? If so...

RM's can't just "publish an additional ride rule 24 hours in advance". The only references in the AERC rules to changes "24 hours prior to ride start" are respecting veterinary parameters. Although Rule 11 allows sanctioning or ride change requests within 90 days of a ride, that provision is applicable "for emergency purposes only." However...

All the Central Region RM's can get together in whatever fashion they choose, pool their knowledge of the two uncouth riders' actions, and devise a special rule on "Unsportsmanlike Conduct". Then they can each, instead of requesting regular sanctioning for their rides, all request "Special Sanctioning". The only "special" condition cited will be their rule. If all the Special Sanctioning requests are identical, their sanctioning director and the AERC BOD will have only two choices... approve them all or reject them all. If the rule is relatively unambiguous and clearly aimed at suppressing abusive and/or unsportsmanlike behaviour, the requests are more likely to be approved than rejected. Lastly, each RM should then place a copy of the rule on their ride entry, directly above where each rider signs.

Now the RM's will have the ammunition they need to disqualify a rider or rescind a completion for anyone who violates the special rule. No RM will need anything more than a written statement from the abused individual(s) and possibly an unrelated witness to substantiate the DQ or rescinding of completion. If riders protest, they won't have a leg to stand on. They saw the rule, signed right below it on their entry, violated it and were punished according to its provisions.
