Interesting that Texas still does it by counties.
That was one of the common ploys of rustlers in the wild old days.  Get a 
place in one county, register a brand just like the ranch across the way, 
and move the cattle.   As long as you didn't get caught moving stock until 
you were out of the first county , home free.

In some states it is quite possible that the same figures/letters are 
recorded to more than one person, but not in the same location on the 
critter.
