	I believe that the FEI TDs are acting with good intentions in 
proposing these qualifications.  This situation reminds me very much 
of the years leading up to the Atlanta Olympics, when there were very 
real fears that horses might die on the 3-day event course, and 
measures were taken to prevent this.

	The delegates at the 'test run' were impressed by the venue, and 
thought the ride went well.  However, I can see them looking ahead to 
a bunch of horses coming from outside Malaysia that are not 
adequately prepared for the conditions...and they see a train wreck 
coming.  This is their attempt to prevent that.

	I like the recommendations that the horse/rider team have to qualify 
together--if someone wants to lease a horse they have to (at least) 
ride it at a qualifying ride.  I like the "metabolic pull" stuff.  I 
DON'T like the shortened time for the COC--for all the reasons others 
have stated.

	They would be further ahead to require that all teams have to 
qualify at a hot/humid ride...and I supposed they would have to 
'name' those rides.  Then everyone would be screaming about the need 
to travel to qualify; it would still probably be a better option than 
this one.  If, in the end, only horses living in similar conditions 
could qualify to go--that might be the best solution all around.

I don't know what the answer is--but I do believe they are trying (in 
their usual annoying way) to find a way of preventing a tragedy.  The 
short COC just isn't the right way.
