We use this system in CT region (I'm in TX) and it works very well.  If multiple riders call for P&R at the same time (come to the P&R box gate and call), the timer records their number and the time.  They enter the box, and even if it takes a minute or so for the pulse takers to get to them, they all get the same time if their horses are down.  We don't have a problem with people trying to cheat the system by coming up behind a group of 4 or 5 riders who call, hoping that they can call at the same time and give their horse a few extra minutes to come down while the pulse takers get to them...the pulse folks quickly learn who those people are, and since everyone should be down when they call, the pulse folks can check any horse first...if they suspect this is happening, they just go to that horse first.  :)
 
Riders tend to do a good job of checking their own horses' pulse, as *any* rider should do...one should not rely on the pulse taker to do it for them.  Pulse takers will do courtesy checks if not busy, but we have a lot of large rides in Texas, so it's rare to have pulse takers standing around looking for something to do.  <G>

I haven't been to a ride where a pulse box was used -- hadn't heard
the term before.  Like you said, it sounds like it would cut down on
the running around for pulse takers, not to mention having to squeeze
between two horses to take a pulse, or having 4 people yell "P&R" at
the same time, and having to pick one.
