are you completely certain or is this your interpretation of the? It does not follow from what I remember? concerning the applicability of the US Ted Stevens act (which is the law you have quoted?)?to the (US) sport of endurance.

Just to reiterate, this is UNITED STATES LAW, and has nothing to do with
FEI policy or preference.
