Raven, it simply isn't possible to legislate morality.  We can't even legislate that people stay married for life, even though they make a contract to do so.  We can't legislate against babies born out of wedlock.  We can't legislate to stop drinking or smoking cigarettes.  There are all sorts of things in life where it is a lot easier to say "there ought to be a law" than to change human nature.
 
It is impossible for breeders to control what happens to their animals 2, 3, 4 or more owners down the road.  Even when breeders do their level best to check out potential new owners, once those owners own the horse, there is no recourse for the breeder. 
 
And quite frankly, from strictly a caring and humane perspective, I'd rather have one killed and eaten than left to starve or be ill without attention or many of the other "fates worse than death" that can happen to horses.  Certainly I'd much prefer that they all have loving and functional homes--but death is a better option than many of the things that happen to horses.

How about making breeders responsible and accountably for what they sow!???

How about making folks who decide to become horse owners responsible
for committing themselves to the horse ......for life?

I have 2 horses..because that is what I can afford and wish to afford.
I commit myself to my animals for the duration of their lives.

I will never understand why some humans view animals as property. My
horses and dogs are my companions.  Yes..IMHO...horses are not
livestock, they are companion animals.
(go ahead......flame away)

And when they are old or too ill to live, I will be there to help give
them a humane death.

After all the years a horse gives it's owner, the very least that
owner can do is to ensure that horse a death with dignity.

If what goes around...comes around, what do they get for their pain?

Humans being should love animals as the knowing love the innocent. And
the strong love the vulnerable.

It takes nothing away from a human to be kind to an animal. When it is
in us, to grant them a long and happy life. And at the end of the
life, a humane death.
