to 100 mile ride with the thought that they have a full hour to recover to pulse 
criteria." 
All 
FEI rides have had similar criteria, has it done anything to mitigate the speeds 
encountered in such competition? Has it improved the welfare of the horses in 
FEI competition? 
While 
not in opposition to such a change, I still would like to see a more definitive 
position from the committee other than the above quoted. What metrics will be 
used to determine the success or failure of this rule change?
