Yes, it does.  And that is perhaps one of the strongest arguments for not making the finish criteria more lax than the criteria throughout the ride.

However if the vet decides the horse needs treatment at any time before
meeting criteria, withholding treatment until the one hour cutoff will not
get a completion.   It's hard to imagine a horse meeting criteria that needs
treatment for a metabolic problem.

Guess it could happen.
