enough to compete or not.  It's the Vet's responsibility to disqualify any 
horse that is sick.

Perhaps adding a Vet Check in advance would help, though -- that is, to even 
begin the race.  That would certainly be simple to establish and accomplish.

A pre-ride vet check the day before the ride (with late arrivals being vetted in
the morning before the start) has been standard at all endurance rides for over
30 years.
