Gee there is an extra $50-$60 on top of ride fees.  Personally
I don't think Health Certificates are worth the paper they
are written on let alone the $50-$60 they cost.  A snotty
nose that comes up a couple of days before a ride isn't
gonna show up on a health certificate.  I didn't read the
original post so I am not saying someone competed their horse
knowing they were sick.
