[RC] Liability: horse vs auto - Susan

In OK, a horse and rider is a pedestrian and has the right-of-way.  However, a loose horse is the responsibility of it's owner.  So, in the case that was presented, the owner lost 2 horses and would probably have to pay for the repairs to the truck (unless the company waves that off) as well as the driver's wounds (had there been any). 

Who do you think is generally responsible when a loose horse is hit by a vehicle?
