Please supply reference to this provision.
If any agency is thinking of implementing such a policy, they do not understand
how many horses are transported every day within the state and/or county.
The paper generated would soon overwhelm even the most ambitious
bureaucrat. If this is a provision in MT, I will contact the Farm
Bureau. They actively lobby in my behalf.
