It all depends on what state you live in.  In the '90's I testified at a public meeting in MN concerning EIA testing requirements.  A number of people testified that the "Poor 4H kids would not be able to afford to show if EIA testing..."  A 4H group testified in favor, they had lost a bunch of horses in an outbreak.  As the rule now stands in MN you have to show coggins papers at every show.  In WI this includes anytime you take your horse off of your property to ride with others by prearrangement.  In those states where EIA is endemic, these types of regulations are common. 
 
Because there is no way to easily and quickly positively ID the horse as belonging to the papers, persons who want to cheat have it easy.  With a chip, a freeze mark, or other good system the whole thing would go smoother.  It would not be an unreasonable Burdon for a club to purchase a $300 (actually probably $30 if everyone had to have one) scanner.  They already have photocell timers etc.
 
By the way, last time I checked, local Kid's horse shows were doing fine in states where everyone has to have coggins papers to enter a local show.

No, it is even easier.  You just walk through the parking lot and look at the license plats on the cars.  A quick enquiry to a database and you know who is there.
