I bought a used saddle that squeaked like crazy.  I had already cleaned, and
oiled and oiled -- finally I e-mailed the lady I bought the saddle from and
she told me, oh, just put baby powder everywhere in the "underneath" of the
saddle, anywhere the leather meets.

Worked like a charm.  No more squeaks.

I'd try giving it a good conditioning treatment if you haven't already
done that.  A local saddle maker who now specializes in restoring
antique saddles uses only liquid glycerin soap on the old saddles he
works on.  He says he prefers it because it is completely natural, not
synthetic or petroleum based.  When polished with a soft cloth, the
saddle will glow very nicely too.  To stop the squeaks you are going to
have to take the time to get at the places way up high under the seat.
Something is rubbing and causing the squeaking.  I wouldn't be surprised
if, when you find the squeak, you also find some worn out parts that
need to be replaced.
For safety's sake, check your stirrup leathers, billets or cinch straps
and other parts that are always fastened in the same places.  Many can
be shifted to other holes or spots.  If your saddle is 20 years old,
some of these leather parts are probably too worn to be safe.
Bring your saddle inside, settle down in front of your tv with a good
show or movie and have fun making friends with your saddle!
