I do know some show barns who sell their foals who don't measure up for 50.00 or 100.00 to 4H kids for projects. I have seen several foals who matured into the too small for showing in halter or performance classes for sale as 4-5 year olds (14 hands or so) nicely trained by these young folks and ready to be someones safe mount.

The farm where I bought my gelding, I know has done this and I have met the horses.
