I am surprised that a neighbor would retain bushes that would poison a horse (they can also poison small children, I've read).  Well, maybe I'm not surprised...some people want THEIR way, no matter how much it may hurt someone else.  I guess a very tall board fence might be your only option at that.  Is there any agricultural entity in your area that you might report the poisonous bushes to?  Would it do any good?
If I had some poisonous plant on my property and it was doing harm to my neighbor's livestock, I would sure an anything do what I could to get rid of it.

So that started me thinking it could be environmental. I have been ignoring my neighbor's 20-ft tall Oleander bushes because I can do nothing about them. I can't even trim them without getting in trouble. The horses were 12 ft. away from them.
