Atl least in UMECRA, and I suspect in all, no
forward movement while dismounted means no forward movement while dismounted
period.
The only exception I have ever heard of was after a
really bad thunderstorm, you were allowed to lead your horse down a particular
clay hill. It was about as bad footing as I have ever seen.
