Kat - please don't try to read too much into this - the only thing I was
trying to say is that 'Owner Credentials' do not permit entry into the
crewing areas, as of the latest report.

The US team is not necessarily trying to 'get the exception' - they're just
trying to ensure that the right people are allowed into the crewing area.
When grooms and owners are possibly wearing the same hat, and the
credential/access rules are not always clear in the beginning, or the same
from OC to OC - there may be complications.

So now we have the real story.  The FEI doesn't have a rule against
owners being in the crewing area.  It just has a rule that the only
people allowed in the crewing area are those that have been issued with
a pass that says groom.  Passes that say owner don't cut it, but
apparently at the 2004 WEC in Dubai, the OC wasn't very stringent about
adhering to this rule.  So, here, the US Team (and others maybe, but we
are only told about how the US team is trying to get the exception for
their owner's passes) thought they could get more grooms for their
horses by issuing the owners passes and the grooms passes to different
people.

I must say, I hope the OC here in Aachen is better about adhering the
the FEI's rules than the OC at Dubai apparently was and tells the US
Team (and anybody else), "Sorry, if you had wanted the people you issued
owner's passes to to be grooms, you should have issued them groom's
passes."

As Diane said, it appears the FEI doesn't give a rat's petootie if the
"grooms" of the horse also happen to have their names on the
registration papers of the horse (espeically since most of the US teams
horses are owned by the RIDER); all they care is that the grooms are
issued credentials that say "groom" on them.  And team members CAN, if
they want to, issue the groom passes to the owner and his/her body
guards if they want, and then they will be allowed into the crewing
area.

It will be unfortunate if, by having issued owners passes to the primary
caretaker of the horse, that the primary caretaker of the horse is
barred from the crewing area during the ride.  But if this is the case,
the team has nobody to blame but themselves, and I hope they suffer the
consequences of having tried to circumvent the rules in this way.
Trying to circumvent the rules in this way so that you can get more
people than the rules allow into the crewing area to help care for the
horse during the competition comes under the heading of cheating.  I
hope the OC doesn't let them get away with it.
