[RC] Import/export regulations - Donna Coss

Has all the info you need and the list of regulations etc. One can do it themselves, you just need to follow everything to a T. Brokers can do it for you, but are expensive.
Horse can also be flown into Canada, which may be easier and less expensive and then brought across the border later.

Some countries do not require quarantine if declared "disease free" of certain horse related diseases.

Normally all horses that are 2 years or older need to go through a quarantine period. When horse shopping so for the young stock!
