I agree with Joe that drag riders should ride in pairs, at least. In an emergency, one can go for help, the other can stay with a rider. On our ride, radio communication is practically zilch. Cell phones work from a precious few locations.

It's an easy solution if you have enough volunteers.  For one thing, a
drag rider should never go out alone, if you have them you need two
for each section (or who helps a drag rider who has an accident?).  I
have no doubt that if the AERC mandated drag riders some small rides
would be forced to stop being held.
