It's an easy solution if you have enough volunteers.  For one thing, a
drag rider should never go out alone, if you have them you need two
for each section (or who helps a drag rider who has an accident?).  I
have no doubt that if the AERC mandated drag riders some small rides
would be forced to stop being held.

I never had drag riders at any of my rides, but I have ridden back
up-trail myself to check on a last-place rider who was overdue at a
check.
