It says "finishing." Does that mean at the finish line? The 10 rider across the finishing line could not show up for an hour for his completion and then get pulled which would most likely mean the next rider could not stand because he would not know.


My interpretation is "cross the line." I however agree that it is a little murky and should be cleared up by the rules committee.
