No subsidies - if the demand cannot generate the demand then I can see 
how any subsidies would change that. Either the riders are going to do 
100's or they are not. If they are going to do 100's the rides will 
come. If they are not more will disappear. It's not magic - it will 
reach an equilibrium. As far as I see it's up to the riders. If they 
want them - then go ride them.
