If the RM can not be the AERC rider's liaison/representative and "handle" conflicts, real or perceived, with the FEI functionaries, as I previously recommended, an AERC Steward needs to be present...at least for the present time, until perceptions and problems flatline.
Cost and inconvenience are a small price to pay to integrate the "two worlds..perceived or real.

I actually think most of the problems are perceived. However, a perceived problem becomes a real problem if not dealt with properly.
