[RC] fairgrounds - terre

What ARE the rules for stopping overnight in fairgrounds? (I'm Canadian, but sometimes travel in the US). Do you need to pre-book? Do all fairgrounds allow it?

Actually, I stayed at a fairgrounds last weekend, on my way home to Canada from Teeters in Idaho. The guy in charge let us stay, and even had excellent accommodations, but he repeatedly said he 'wasn't supposed to allow overnight camping'. Now, I can see them not wanting dozens of people dropping in every night...but I'd actually stayed in that fairgrounds before.....

So, is there a "rule"? Or does it vary from place to place?
