I'm willing to bet that even though there are no leash
laws, there are laws that expect dog owners to have
their animal under control whether by leash or other
means.  If your horse kicks / maims / kills a dog
while on a public right-of-way, you would not be
responsible for that animal's owners failure to
control his / her pet.

Call your local sheriff's office to verify.
