[RC] bad horse at vet-in - barb benson

So is it acceptable to bring a crop to the vet-in and 'convince' my horse that he really does need to behave himself?
 
Situation - experienced endurance horse with many years and rides under his belt.  He's been acting up more and more at every ride for the last two years.  At his latest ride the vet almost dismissed him as being uncontrollable.  The whole behavior started when he began training and riding with his pasture buddy instead of riding alone but has escalated to the point where it doesn't even help to have his buddy standing next to him.  We do lots of other riding with various size groups and CMO competitions and he is calm and relaxed everywhere else.  This only happens at endurance rides.  I'm convinced that there's something in the air at ridecamps.
 
So can I correct him there since that's the only place that it happens?  How much corrections is acceptable?  I'm thinking of whacking him with the crop along his shoulder and I suspect that it may take 10-20-30 minutes of this training to make him understand that it isn't necessary and isn't acceptable.
 
Does anyone have any better ideas?  I know that I let it go longer than I should have but I also don't believe that it's too late to return to the horse that I used to have.
