A lot of it also depends on terrain. Under sandy conditions it is more work (for most horses) to trot than canter. Unless they have a "high hang time trot" which is really not that good for endurance they have to slug through the sand where as in a canter they get up and out of it.

Once a horse has the base, then I would select the speed and let the horse select the gait in which to move at that speed.
