Expense is, and probably will remain forever, a real limitation here. One can get a new human or animal with essentially no investment or cost. Humans and animals reproduce (sometimes to rapidly) all the time with no outside help. True, the parents have to find, or be provided food, but in a cloning situation the mother must also be fed during the gestation period. To clone you need a lab, a technician etc. in addition to the animal involved. Because more stuff is needed, it will cost money, even under the most optimistic situation. The possible uses are in areas where a quick increase in the average performance of a breed is desirable. An example wouild be a superior dairy cow. By cloning her, you can raise the average milk production on the farms. You still would not help the genetic component of the record milk production, just spread it around quicker. This is done now, just not so efficiently, using embryo transfer. The horror movie scenario of a dictator raising an army by cloning the best soldier is just BS. Dictators can get all the soldiers they need by just rounding up young men. The limitations have always been the expense of arming, housing, and feeding their army.
