A rider may nominate through the USEF with out going through
AERC-I. Things get very murky since there is little
interaction between the International Committee and the AERC
Board Members. There are some procedures that used to be
spelled out but now, when you go to the web link you get

You tell me who is controlling who? (or is it whom???)

In the USA the chain of command as defined in the USEF

rules is from  > the AERC to the AERC-I to the USEF.


If this is true, cannot "we" (meaning AERC/AERC-I) continue
to adhere to 
more stringent qualfications, and only nominate to USEF the
horse that meet 
"our" (not USEF) qualification parameters?  In other words,
don't the 
nominations flow through AERC-I on the way to USEF/FEI?
