If this is true, cannot "we" (meaning AERC/AERC-I) continue to adhere to more stringent qualfications, and only nominate to USEF the horse that meet "our" (not USEF) qualification parameters? In other words, don't the nominations flow through AERC-I on the way to USEF/FEI?
