[RC] USEF qualifications - terre> In the USA the chain of command as defined in the USEF rules is from > the AERC to the AERC-I to the USEF. If this is true, cannot "we" (meaning AERC/AERC-I) continue to adhere to more stringent qualfications, and only nominate to USEF the horse that meet "our" (not USEF) qualification parameters?
