That is the problem we were having. After using the same brand tank heaters for many years, some with extension cords, some without, no problems. Finally had to replace the heaters, 3 new ones, the horses acted like they were getting shocked. The only way I could feel it was with bare wet hands, one in the water the other touching a metal post. Just a slight tingle, almost a tickle. Horses weren't amused. Checked the wiring, GFI, everything. Took the heaters back and got 3 more. Same thing. It was okay of the ground was dry or frozen solid. When wet the horses felt the tingle.
We've tried the propane heaters. They use quite a bit of propane and the wind can blow them out, so you still have to check them frequently.

If you look at the directions for most (can't say all) tank heaters they
tell you NOT to use an extension cord.  I have had a problem that no
electrician has been able to solve.  I have a very small current in tanks,
metal or plastic, even with brand new heaters, enough to cause a shock
like static electricity.  The voltage is maybe 2-4 volts, supposedly below
the 10 volts that should cause a shock to livestock.
