To meet code, and for safety, all outdoor wiring must have a ground (the round pin on a standard pulg).  This ground wire (green or not insulated) must be connected back at the building to the neutral (the white conductor) at the breaker box.  At each building the box neutral must be connected to a suitable earth ground (driven rod, or city water pipe).  Outdoor outlets must also be protected by a GFCI.  The GFCI is supposed to be tested monthly.
 
It is not a bad idea to attach a metal stock tank to an earth ground also.
Plastic not being a conductor can not be grounded, and doesn't need to be.
