Yes, that's true, but the issue of LDers racing is more along the lines of people finishing in a little over 2 hours.  An LD ridden in 2:15 (and I've seen them ridden in less) is 11.1 mph.  And let's not forget...for a horse that has adequate base, that's conditioned for that effort, that's no big deal.  I've seen sub-4 hr 50s, too (4 hr 50 = 12.5 mph).  Where the problem comes in is that some people (either newbies, or the uncaring) think they can run a poorly conditioned horse for 25 miles because it's *only* 25 miles.  They might even get away with it once or twice, too, and think they're hot stuff, till the horse's legs blow up or it crashes.

People in different regions might want to keep in mind that the Tevis was won this year with a speed of 6 1/3 MPH, and the year before in 6 1/4 MPH. So in some kinds of terrain, it isn't all that easy to keep a 5 mph pace. 
 
I do think that it is not real fair that some LD rides have hour holds, and others have a half an hour hold, with a total of 6 hours allotted. The longer holds do make the riders have to ride faster to make the time. Especially when you consider that new riders often spend more than the allotted time at the vet checks until they get more experienced. Heck, lots of riders of all experience levels are not always ready when it's their out time.
