Anita,
I've been told for years that as long as it isn't more than 25% of the 
entire ration,  it's not a problem.  Unless of course the horse is 
sensitive to it, which I've heard some are (though fortunately I haven't 
had to deal with that).  So your 1/4 flake should be fine.
