RM's don't have the responsibility of assigning pull codes do they? It is 
exclusively the responsibility of the control vet staff I thought?

It is to some extent a mutual responsibility.  RMs need to ensure that
vets understand the pull codes and how to use them and visa versa. 
Vets determine codes having to do with horse health (M, L, SF, as well
as the RO versions of same) whereas RMs assign such pull codes as OT
and DQ.  True RO pulls are often reported to RMs rather than vets as
well, although someone does still need to present the horse to the vet
to determine if it is FTC, even if the rider is too ill or injured to
do it.  It is often the RM who is arranging a ride to town for the
rider with the broken arm, rather than the ride vet...
