past have no affect on the 2006 budget.

The grants (research+trails) do have effect on the balance sheet (though they 
won't show up on the 2006 budget. Had the grants NOT been given then they would 
show up on the 2006 financials as $inTheBank. 

So, not having seen the 2006 budget, what ARE the expense growth areas and 
revenue decrease areas which lead to a need to review revenue sources?
