Carol,

Sounds like rain rot.  Eqyss Shampoo and Eqyss Spray is what I
use.  Magnum used to get this out in CA (it's much dryer here in
NM Blue's never had it).  It's a fungus, not a bacteria (at least
that is my understanding) so iodine shampoo doesn't work.  But
Eqyss does.  Go ahead and shampoo / scrape off the "scabbies"
and then treat the pink skin underneath or at least  as much as
our horse will tolerate.  The fungus hides under the scabbies.
You could try that first... hope this helps,
