We, too, make decisions as to which of our dogs is suitable to attend rides.  We have 5 dogs.  The Akita adores people and would love to go, but he's a bit dog aggressive, and just too danged big (125 lb) for our LQ trailer, so he goes to a kennel.  The lab mix and German shepherd mix are timid of strangers, and would not really enjoy it, so they stay home.  The sheltie mix would love it, but she's a yapper, and would drive us and everyone else nuts, so she stays home.  The geriatric (nearly 13 yr old) malamute loves to go, is quiet, does well in her crate while we're riding, and so she gets to go when it's cool. 
 
The dogs in camp thing gets people kinda stirred up.  But if everyone would just take a few moments to think of their neighbor and use basic common courtesy when making decisions (whether or not to bring a particular dog, whether their dog is suitable to be off lead, cleaning up after their dog, controlling barking, etc.), everything would flow so much smoother.

We don't seem to have much of a problem with dogs in camp at the TX rides I have been to - that I am aware of. And I think if ride is on the RMs property, it's their prerogative to have their dogs out and unleashed.  And I don't mind friendly dogs visiting camp Lots of people do bring their dogs to the ride meetings [which typically do not have sounds systems] so the barking/whining/fighting does get disruptive when you are trying to hear & understand ride details.
 
And before you think I am being fussy, I have 2 German Shepherds who go to a kennel at home because I know they are in no way suited to attend a ride.

 because dogs ARE LIMITED to Dogtown....period.  And we don't allow dogs at ride meetings.....period....because ride meetings are held in the dining area of the main camp.
