I've gotten my horses out at rest stops if I felt it was necessary...my
attitude is they gotta catch me.  Maybe I'd end up in jail down south.  But
I don't stay long.  If I want to hang out a while, I find a gas station with
room out back or something...one of the out of the way exits and I've never
been refused time to get my horse out and wander a bit, especially in the
middle of the night.  :)
