You don't need the COC to nominate. You need the COC to do the ride. A rider can get the COC during the selection period at any point up to the ride. Under the new USEF criteria for nomination for 2006 neither horse nor rider need a 100 mile ride to be nominated - the COC is not an issue for nomination or even selection.

Look at the numbers - the COC time is not a big deal especially considering it is for the World Championship.

What I meant was that you need a large pool of horses to choose from since "stuff happens" and the field has a way of cutting itself down to just a few before selectors even begin to choose.
