Well, I was just about to think a closed cell pad might be the answer, and easy because I already have one.  Are you talking about the pads that have the thin layer of waffle-weave neoprene on the horse side?  I have been riding with one of those.  What brand do you have?

My Morgan mare had the same thing happen, same location.  I was using a 1" closed cell neoprene pad -  This spring I was in Wichita at the horse expo and talked with some of the vendors.  Explained my situation and ended up buying an open weave neoprene pad, which also has extra foam in the front to protect the withers.  The vendor explained that she wasn't getting air flow and that the close cell kept moisture in, along with the pressure of the stirrups.    My girl loves it and the white hairs are gone!
