I would expect yes and no. They can do it but not safely at speeds necessary to meet the 12 km/hr COC. That begs the question about the COC itself. On one hand no horse not capable of a 12 km/hr 160 kms has no business at a WEC where the times are in the 7 to 8 hour range. On the other hand at what risk to the horses to meet the criteria? In these conditions maybe "to finish is to win" is a much better approach.
