Try kicking chains.  They can be purchased thru most catalog supply companies or tack stores.  They punish the horse quickly each time he kicks.  Horse soon realizes if they kick the chain bites back and stings..so they teach themselves not to kick.  Equi-Web makes  nice nylon set with fleece lining.  (try at saddleshop.com or similar company)
 
Kicking chains also do not bother the horse and the horse isn't hobbled and can move around freely, they only "bite" when the horse kicks out.
 
I saw one post that said stop short in the trailer when the horse does this...I don't recommend that as you could cause more damage to your horse!  For those of us who have ever had the joy of trying to 
pry a 1000 pound horse out of a manager of a two horse front load trailer...you will know what I mean!

An old-timer trainer in our area uses something similar to this....he smiply attaches a length of chain to the strap above the knee, so every time the horse paws, the chain slaps the leg.  He doesn't use the rope over the back, but I can see how this would be useful if you're not there watching the entire time. What if the horse is kicking with it's back legs though?
